Creates a request (SshSharp makes them; this is for testing a signer).

Parameters

algorithm string: The signature algorithm, one of SignatureAlgorithms.
data ReadOnlyMemory<byte>: The data to sign.
purpose SshSignaturePurpose: What the signature is for.
